"Short answer: our factory holds BRCGS Packaging Materials (Issue 7, Grade B, audited by TÜV SÜD), an SGS test report against FDA 21 CFR 177.1520, EU food-contact testing to (EC) 1935/2004 and (EU) No 10/2011, and a Sedex SMETA 4-pillar audit by Intertek. The limit that matters: no factory certificate covers a market-specific product rule — child resistance and your own label sign-off stay with the brand. Below is every document, what it really covers, and how to ask for the PDF."
The certificate is issued to the factory, not to a trading company — ask any supplier who holds it.
The documents we hold
One factory, one set of documents. Sainsun Mylar Bags is the custom pouch division of Shenzhen Sainsun Packaging Co., Ltd., so the certificates below are issued to the legal entity that makes your bags — not to a trading company that buys them in.

Certificates get waved around in packaging quotes without anyone saying what they cover. Here is the plain reading of each.
BRCGS Packaging Materials — Issue 7, Grade B
This is a factory certificate, not a product certificate. It audits how packaging is made: hygiene of the production environment, hazard analysis, traceability of the film and ink that went into a run, and whether the quality system is actually followed. It is re-audited on a fixed cycle, and the grading scale runs from AA down to D — Grade B is a passing grade, not the top one, and we say so rather than leaving you to guess.
What it does not do is certify your finished pack for a specific market. It says the factory that made it works to a recognised hygiene standard.
FDA 21 CFR 177.1520 — SGS test report, Jan 2025
21 CFR 177.1520 covers olefin polymers — the polypropylene and polyethylene resins that form the inner sealing layer of a pouch. The report was issued by SGS against retort pouch structures, which is the hardest case: retort means the pack is heated to sterilise the contents, so the film has to hold up under heat as well as contact.
What it does not do is certify your finished printed pouch with your product in it. If your market or your own QA wants migration testing on the finished pack, that is a separate test and we say so up front.
EU food-contact: (EC) 1935/2004 and (EU) No 10/2011
1935/2004 is the EU framework rule — materials must not transfer anything to food in quantities that could harm health or change the food. 10/2011 is the implementing rule for plastics: it sets an overall migration limit of 10 mg per dm² of contact surface, plus specific migration limits for listed substances, tested against food simulants. Our report was run by a third-party laboratory and passed.
(EU) 2020/1245 tightened and corrected parts of 10/2011, and our documentation tracks that version.
Sedex SMETA 4-pillar — Intertek
SMETA is the ethical-trade audit format, and "4-pillar" means all four pillars were in scope: labour, health and safety, environment, and business ethics. Buyers selling into UK and EU retail are usually asked for this by their own customer, not by the regulator — it is what lets them tick their own supplier-approval box. We are Sedex registered, so the audit can be pulled by a member rather than emailed as a PDF that may be out of date.
ISO 9001, BPA-free reports, German LUCID
ISO 9001 is the quality management system underneath everything above. BPA-free reports cover the film we run. LUCID is the German packaging register under the Packaging Act (VerpackG) — if you distribute in Germany your own registration obligation is separate, and our registration number is available if your German importer needs it for their filing.
What we cannot certify for you
This part is what protects your listing. Four things sit with the brand, not with us:
Child resistance. Tested on the finished pack, in the market where you sell — in the US under the CPSC 16 CFR 1700.20 protocol. We build the pouch to spec and supply samples for your lab, but we do not hold your report. Full detail: child-resistant mylar bags.
Cannabis and hemp label content. Warning text, THC statements and panel placement change by state and country, and the sign-off is the brand's legal responsibility. We print exactly what you specify — see hemp and CBD label requirements.
Finished-pack migration under your product. Migration depends on what you fill, how long it sits and at what temperature. Our reports cover the material; your own testing covers your product in the pack.
Organic, kosher, halal or compostable claims. Those certify a product and its whole chain. We do not hold them and will not imply that a pouch is certified compostable when it is not.
Test methods we work to
When a buyer asks for a test, this is the vocabulary and the standard it maps to:
What is measured
Standard
Why it matters
Seal strength
ASTM F88
Whether the seal holds, measured as force per width
Leaks and pinholes
ASTM D3078
Bubble-emission test — the standard way to find a channel leak
Water vapour transmission (WVTR)
ASTM F1249
How fast moisture gets in — the number that decides shelf life for dry goods
Oxygen transmission (OTR)
ASTM D3985
How fast oxygen gets in — the number behind smell-proof and freshness claims
Child-resistant closure classification
ASTM D3475
The classification system for CR closures used alongside the CPSC protocol
The film structure and thickness actually used on your run
A food-contact compliance statement for the material supplied
BPA-free report for the film

Ask for documents at quote stage, not after shipping. What we can issue is confirmed in writing with your quote, so there is no gap between what you expected and what arrives with the cartons.
The factory behind the documents
Shenzhen Sainsun Packaging operates a 10,103 m² facility with 10 production lines covering printing, lamination, slitting, bag-making and quality control. A team of 65 includes 3 R&D engineers and 4 dedicated QA/QC inspectors who sit inside the production flow rather than only at the end. The on-time dispatch rate recorded by Alibaba's platform from actual export orders is 97.4%, audited by SGS through its onsite inspection programme — a platform figure, not a self-reported one. We have been exporting since 2017.
How to ask for the reports
Send two things: the market you sell in and what you are packing. We reply with the matching PDFs, usually the same day — and if a document you need is not one we hold, we tell you that instead of sending something close.
The material is: our olefin polymer structures were tested by SGS against FDA 21 CFR 177.1520 (retort pouches, Jan 2025) and passed. FDA does not approve finished packaging as such — for a specific product in a specific pack, migration testing on the finished pack is your own step. We send the SGS report on request.
Are your mylar bags food grade?
Yes for the material. Our film passes EU food-contact testing to (EC) 1935/2004 and (EU) No 10/2011, run by a third-party lab, and the factory holds BRCGS Packaging Materials Issue 7 Grade B. Tell us what you pack and where you sell, and we confirm the film structure and the documents in your quote.
What BRCGS grade do you hold?
Grade B under Issue 7, audited by TÜV SÜD, valid to July 2027. The scale runs AA down to D — B is a passing grade, not the top one, and we state it as issued rather than rounding it up.
Do you have a Sedex or SMETA audit?
Yes. A SMETA 4-pillar audit (labour, health and safety, environment, business ethics) was carried out by Intertek in 2026, and we are Sedex registered, so members can pull the audit directly instead of relying on an emailed PDF.
Can you certify my child-resistant mylar bags?
No, and no supplier honestly can. Child resistance is tested on the finished pack in the market where you sell — in the US under CPSC 16 CFR 1700.20. We build the pouch to spec and supply samples for your lab testing; the report and sign-off belong to the brand.
Can I get the certificate PDFs before I order?
Yes. Send the market you sell in and what you are packing, and we send the matching reports, usually the same day. If we do not hold a document you need, we say so rather than sending something close.
Tell us the size, quantity and design
We reply with pricing and a dieline, usually within 24 hours — free design service, samples approved before bulk production.
